Most coaches like the idea of getting the ball to super athletic guys in space. Think that is the best chance to make plays. WR are generally the fastest most athletic offensive players, so there is some truth to the idea of getting the ball to the WR.
The catch is that the fastest most athletic players on defense are the CB, who cover up the WR, and any D can give that guy help and take away your best weapon. That and the sideline and time of flight of the ball can make it hard to get the ball to the WR.
The TE may not always be fast and athletic as a WR, but they are a huge mismatch for the defenders who line up inside. And to bring in extra defenders (from other positions), to help cover the TE often leads to broken assignments. It's just a lot easier for DC to double team a WR than it is a TE.
You need good players at WR and TE, but anyone who thinks that a TE can't be a #1 weapon on an offense is showing a lack of understanding of how offensive football is played (and a lack of appreciation of Charger history).

Granted-it's always tough choosing anyone over Fouts-Jefferson/Joiner/Chandler,etc. But-as earlier, had
we not shipped Jefferson out, there would be no challenge to Fouts-Jefferson.
