    this tells me that Bud Black is a very good manager. We are spending far less than most while winning close to the league average. Get this guy some players and let's see what he can do!

      This tells me that the Padres are the only one of the top 7 to not have made the playoffs in that five year period. It tells me they don't really try to win. Texas, SF, TB and StL all played in World Series' and/or won titles (note: none are huge TV markets). Only TB spent less or approximately what SD has spent. But SD hasn't developed talent or retained talent at reasonable prices the way TB has. That's a management issue. The others rank higher because they spent a lot of money, but they won.

      The Padres rank that high because they spend very little so that they can at least be average. The other teams ranks that high because they actually get bang for buck. They spend at a midrange and they win games.
