I've always thought he was most comparable to Josh Allen. That was why i was so keen on learning how Allen would do this year.
The other guys were too short.

He's not Big Ben, who in his prime held on to the football, had pass rushers bounce off him and then would hit a receiver downfield at the last instant

I see a cross between Matt Ryan, Dirk Nowitzky, Thor and a hint of Jon Heder

I would say Andrew Luck. He will start running more eventually. His football IQ is amazing. And likely why he has been able to come in so quick and run the offense.

Edit: I actually think Russell Wilson is a great comparison in terms of play-style.

Very composed dynamic quarterbacks. Great arm and will scramble forward to pick up yards. There's a lot of discipline to both of their games.

I think Mahomes, Rodgers and Favre have a little more of the "loose", weird throw-angle, gunslinger-archetype to them.

Herbert, Russell and Elway while they also can scramble seem a little more composed when they do it. There's a discipline to them.

All these guys can scramble, all these guys have cannons. All have great football IQs. One group kind of says, "____ it, throw it." more than the other though.

              Good point musicmaker
keep in mind, Herbert is bound to evolve as a player, thats why coaching is so important
Pip has done a great job, and maybe can maximize JHs potential, but JH definitely should have a mentor/coach that will challenge him to find his peak
I’m not a big Norv fan, but no doubt Rivers looks back at him as that guy for him
