NFL teams are not designed to develop players.

The only players who take reps in the regular season are starters, and everyone else gets just a snap here or there.

Backup players only get practice time if they are running the scout team, running the other teams stuff.

Practice squad players really don't get to practice unless the someone is playing through an injury and cannot practice.

Even in the practice time there is, everything is about getting ready for the next game, there is basically no skill development.

All player development is in the offseason and in preseason, and a lot of that is reserved for the obvious guys (high draft picks and FA).

The key to having a good franchise is all about finding and developing players, and most NFL Teams only pay lip service to it. They know that players get better by getting reps in practices and games, and most of them only give those reps to established players, so they shouldn't be surprised when they struggle to develop players. Whatever we do going forward, it should be with the idea of developing players, because it is the most basic part of the franchise.
