The 49ers had their 3rd string QB make our backup QBs look like chopped liver. Total negligence on their part and a check mark for Chargering in general.

Many teams had backup QB situations better than the Chargers (and by many I mean ALL). I agree with Gzubeck that our backup QB situation has been deplorable for the last couple of years. TT's very (very) lucky that Herbert has been mostly healthy. You're not going to find (or be able to pay) a 'starter' quality backup QB, but compared to the shit show we've had lately with Daniel and Stick our bar is set very low. Just about any backup you'd care to name would be light years better than either of those 2 guys, ie; Minshew, Taylor. Stidham, Rush, Mariota, Zappe, etc.
