who says it would come down to those 2? Goodman has worn out his welcome and is less productive as a WR than Meachum. I am 100% against cutting a healthy vet WR unless there's no other option. The way our guys are injury prone- we'd be looking for street FAs no better than Meachum within weeks after cutting him- while still paying his salary. Better to cut Goodman and at least use Meachum on STs or make inactive each week until another WR is needed.
