I dont disagree but i still think teams dont want this snowball into round 3. There is more to this than just giving 20% more guarantees. They wanted a rookie pay scale! Got one, and now its starting to unravel. They want to know if their picks are going to be good players or not and dont want to give guarantees years 3 & 4 to lower rounds if they arent.
