The NFLPA wouldn't even work a deal with the AAF, so they sure as hell wouldn't go along with something like this.
This is just the owners floating ideas before the inevitable strike at the end of 2020. It won't see the light of day.

Lots of things have to happen if players can only play 16/18 games. Practice squads need to be expanded. You have guys that teams will release after they play those 2 games. PK/P/LS
Im not opposed to increasing the size of rosters and active rosters though. I think there are a lot of players who miss out who are close to being good enough to play in the league. I think of soccer across the globe and how many guys rise through the ranks of various leagues. I guess in a way that is what is so special about the NFL. It really is a limited group of people in the world that can do this. But so many would be studs if they had the chance to develop. AAF was a good start. But the NFL needs to do something to expand it a little more to accomodate the development side of it.
