I keep reading a run stuffing DT is not a good use of a first round pick since he only plays about 30% of the time in the current NFL. If it is a DT, it would be better to be someone like Hurst who also provides pass rush. But hurst has health concerns. I also read VanderEsch has a neck/spine concern?
It all depends on whether the guy can ONLY stuff the run. Payne and Vea are considered 1st round types because they both have some pass rush ability. Payne got 27 pressures last year, despite only 1 or 2 sacks. Vea got a lot of sacks and has the tools to be a decent pass rusher, although he has just about zero technique at this point. Neither will be sack artists, but both can be useful players who would only come off the field on obvious passing downs (think distance, not downs or formations).
Hurst is just a much better option to rush the QB. He also may not fit the idea of a run stuffer, but there is value to a DT who can penetrate and tackle the RB for a loss.
