    More on Perdomo:

Luis Perdomo, right-handed pitcher, Cardinals -- Like Fuenmayor, Perdomo played his way from relative obscurity in the extreme lower levels to the Futures Game with an impressive 2015. The 22-year-old right-hander posted a 3.68 ERA and 1.34 WHIP with 100 strikeouts in 100 1/3 innings at Class A Peoria, and although his 5.13 ERA wasn't sexy in a small sample (26 1/3 innings) at Class A Advanced Palm Beach, some of his peripherals there (2.98 FIP, 2.1 BB/9) were still encouraging. As such, Perdomo jumped from outside the top-30 rankings in the Cardinals system at the start of the season to his current spot at No. 11 after midseason updates.

He's received a 65 grade from MLB.com on the 20-80 scale for his fastball that can touch into the upper 90's and a 55 for his slider. Those two above-average offerings could be enough to tempt teams into taking him with an eye on the bullpen, where his stuff would play up and his innings could be monitored after making the jump to triple digits in innings for the first time, even if he's yet to play above Class A Advanced. His newfound form and talent, at the very least, might justify the small gamble of a Rule 5 pick.

      From John Sickels:

      4. Padres Acquire from Rockies: Luis Perdomo, RHP, Cardinals. Age 23. 3.39 FIP with 100 strikeouts in 100.1 innings at Low A before late season promotion to High A. He has a big arm that can hit 97 with the potential for two average or better secondary pitches. With a legitimate chance to start, he has more upside than most of this year's picks.

      5. Brewers select: Colin Walsh, 2B, Athletics. Age 26. 163 wRC+ at Double A in 2015. Line fueled by high BABIP, but showed good pop, on-base skills and some speed. A switch-hitter who has also played some outfield, he makes for a potentially interesting National League reserve.

      6. Padres acquire from Athletics: Jabari Blash, OF, Mariners. Age 26. Split 2015 between Double A (155 wRC+) and Triple A (157 wRC+). Grade C prior to 2015. He has some swing and miss concerns, but also more power potential than is normally found in this draft. He has played mostly right field. With a chance to be a legitimate offensive contributor, he figures to get an honest shot at sticking this spring.

      8. Padres select: Josh Martin, RHP, Indians. Age 26. 2.51 FIP with 10.69 K/9 and 2.54 BB/9 as a reliever at Double A in 2015. With a low 90s fastball and a highly effective track record in the minors, he appears capable of competing for a role in the bullpen.

Padres select: Blake Smith, RHP, White Sox. Age 28. A 2nd round pick of the Dodgers in 2009, Smith began his career as an outfielder before converting to the mound in 2013. He has made slow progress as a pitcher and finished up 2015 at Triple A for the White Sox after being acquired from the Dodgers for Eric Surkamp in May. He still has some control issues, but with a big arm and the ability to miss bats, he could contribute as a reliever.

Jabari Blash selected by A's from Mariners and headed to the Padres

Outfielder Jabari Blash, 26, is the player to be named in the deal that sent Drew Pomeranz and Jose Torres to the San Diego Padres for first baseman Yonder Alonso and left-handed reliever Marc Rzepczynski. He sacrifices plate discipline for power: he has 614 strikeouts and 109 home runs in 2,269 minor league plate appearances, a 27 and 4.8 percent rate, respectively. He hit 32 home runs between Double-A Jackson and Triple-A Tacoma in 2015, good for a .271/.370/.576 batting line.

This is often a point of confusion when a Rule 5 draft selectee is chosen, but note that the A's do not have any special rights to Blash if the Padres elect not to carry him on their active roster. If Blash is waived, the A's can claim him on Rule 5 terms in order of waiver priority (this is how the A's obtained Nate Freiman in 2013), but he ultimately would be offered back to the Mariners if he cleared waivers.
