A little of both, but as a practice squad guy, he doesn't have the resources the others have or the full attention of his agent. NFL can now point to this as some sort of proof that their testing catches the cheaters! Good work. Personally, I'll take NFL PED testing seriously when its administered by a legitimate third party, and not the NFL with the NFLPA's input, otherwise, IMO, its still nothing more than window dressing designed to pretend both sides care.
