Who said those games are in week 18? That talk is just speculation. The last game of the week has always been a divisional game since 2010. I don't think the schedulers are going away from that.

The extra game against a team from the other conference was added to make more money. The league wouldn't want to waste that on the final week when the game might become meaningless by then. Letting the games against teams who you always see are the ones you want the throwaway games to be.
