Without trying to slight Ingram, the simplest way to put this is Attaochu is a better finisher.
This has been my issue with Ingram (aside from his one costly penalty per game) since his first year. He gets back there with regularity but simply doesn't finish a high enough percentage of those wins. He flushes guys out and too often these become certain losses that turn into gains.
The rule of thumb is that this is common among young players but as they get more experience, physically develop and develop an arsenal of moves the talented ones become finishers. But Ingram (despite injuries) would seem to be past that young player excuse given his experience and the opportunities given him. As a pass rusher, I agree that Jerry shows greater promise as a finisher already. I don't know that he's yet a better all-around LB but he knows how to finish for losses. Ingram can still grow. He's a beast athletically and I wish they would be more creative with him, but my money's on Attaochu so far this year.

Nobody noticed the Bengals game? Attaochu scoops up a fumble, then lollygags to the endzone - almost gets hit because he's taking his sweet-ass time. That's all I need to see. Dude doesn't have that natural drive - I don't care what is written about him. He'll do what he needs to do to score a paycheck, but that's about it.
Liuget isn't a slacker. He just sucks for what we pay him. Not saying he's the worst D-lineman ever. He's a good backup or maybe a decent #2 if we have somebody dominant working beside him. But he isn't worth the amount we stuck in his contract extension. I'm more down on Telesco than I am on Liuget. Liuget does what he can. He shows up every game and does his best. His best just isn't worth what we pay him.
