Not every time. I read there were some instances where they tried to but acquiesced to the fans. I saw Rivers signing an anti-Spanos sign after the game as well.

I read a story where that "F'd" sign was "complained" about, but the owner successfully defended it, as "F" is not a swear word. TV wasn't going to show many of these signs anyway... directors have bosses too.
