If a WR wouldn't be able to jump on sideline and toss it forward like that, then it absolutely illegal play.

It was an illegal forward pass. And whey they reviewed they only looked at the feet is my guess

I was asking same question because I don't know the rules on this specific issue. Tipping is one thing, but literally catching ball mid air and throwing it forward to another player - how can that be Legal?

I get the interception was a good play but Herbert has to make sure only one person can catch it
