I thought McConkey would be picked before 37.
But also thought Hortiz had a different BPA.
This is still a great pick.
It also looks like Joe had McConkey as clear BPA to want to make a move to ensure he gets him.

He's a bigger, faster, better route-running Josh Downs (5'9"/170 and a 4.48 40).

Downs caught 68 for 771 yards as a rookie.
