You are right, on the Chargers podcast today with Matt Money Smith Matt said he's sure the team was surprised Rocket got claimed, because RBs don't usually get claimed on cutdown day. He said the Browns must've claimed him because they still haven't signed their 2nd round pick Quinshon Judkins. Hortiz was probably caught off guard when Rocket got plucked, he was the only RB taken off waivers. In contrast to 14 DBs being claimed, DBs are the position most often claimed off waivers after cutdown day, that is why the Chargers opted to roster and protect so many of them.
