Seems that both teams was scouting on this officiating crew and seeing that this crew has been taking it easy on false start/offside. So they decided to test the officials, doing those borderline head start, just before the ball snap, forcing the officials to decide whether to throw the flag or not. This borderline/barely offside thing happened many time in the game. The officials just didn't let it go when the game was on the line. At the end, PIT had no timeout and had nothing left, so they just went along with the plan until it was over. 3 straight offside, it was a coaches' decision.
