The best way the team can get ahead of the curve in football, is just make the entire team a player developing machine. Make the entire franchise about getting players better and develop them so that when one guy leaves another guy steps up. It fixes any number of woes. Injuries, vets having poor seasons, FA losses..... It would even let them be more aggressive in FA, because you have the cap space to spend on outside players, should the need arise.
But you think about the source, I don't think Forbes is as concerned about championships and playoffs as they are just being fiscally sound. They looking at it from the business side.

Again, after another big free agent signing (Franklin), when he has played, he hasn't played well. So we get left with a hole that we had counted on filling, and not only is it not filled, but we spent a ton of money not filling it. The only good thing is that it hurts Denver in that they had yet another hole to fill.

I'll tell you what... currently neither of us fall into the smartest spenders in sports category... we spend our money in a lousy franchise.... :duh:
