Yes, I'm aware of that. But it's pretty easy to infer that the team drafting at #25 in your scenario is someone who traded with the Chargers. In other words, if you believe the pick at 25 is a QB (perfectly plausible), then you don't believe the Chargers are picking at 25.

That's how I'm reading it, too. The rules: say: "It is important to list the players in the order you think they will come off the board because we will have a tie breaker...".
