Is Mike McCoy underpaid?

Tim Kawakami of the San Jose Mercury News reports that new 49ers coach
McCoy's salary is last or 31st in the NFL?
If true, the report raises the question of whether McCoy is underpaid.
Answer: Probably not if Philip Rivers is also considered.
First-time head coach
Top-paid coaches make about $7 million to $8 million per year and include Sean Payton, Bill Belichick, Pete Carroll, Jeff Fisher and Andy Reid, according to the sports salary site Spotrac.
I don't know McCoy's salary. Rivera's is $2.8 million, per Spotrac; at $3 million, McCoy's salary would be at or near Norv Turner's pay level with the Chargers.
McCoy was a first-time head coach when Dean Spanos and Tom Telesco hired him in January 2013.
Of the 16 head coaches hired in 2013-14, he owns the lone playoff victory in that span. He has wins over several coaches who are near top scale, including Carroll, Fisher, Reid and Chip Kelly.
It is curious that McCoy would be paid less than fellow '13 arrival Doug Marrone. The Bills owe Marrone $4 million this year though he opted to leave them.
No less curious would be Browns '14 hire Mike Pettine's salary exceeding McCoy's.
Why Tomsula would merit a higher salary is a mystery. Tomsula, a longtime 49ers defensive line coach, hadn't worked as a head coach or coordinator at any level, save three seasons with NFL Europa.
Is new Raiders coach Jack Del Rio worth more pay than former Broncos colleague McCoy? If so, it's likely that nine years as Jacksonsville's head coach counted for money.
The Rivers factor
A franchise quarterback can allow a coach to keep his job longer. If the coach gets a second contract, he'll be guaranteed additional seven-figure salaries.
River is the best quarterback inherited by any coach in the seven-man Class of 2013.
Several of McCoy's colleagues were far less fortunate. The Browns fired Rob Chudzinski one season after he took on Brandon Weeden. The Bears axed Marc Trestman 32 games after he couldn't fix Jay Cutler. Bradley took on Jags bust Blaine Gabbert and went 4-12. Last year he was 3-13 with rookie Blake Bortles.
To his credit, Kelly has gone 10-6 and 10-6 with Nick Foles and Mark Sanchez as his main passers. Kelly's salary is $6.5 million -- more than double McCoy's if Kawakami's report is true.
If, as expected, the Chargers extend Rivers' contract, McCoy could be on the short list to also receive an extension.
Spanos got a deal on Marty
Splurging on the head coach is rarely the Spanos way.
Since Alex Spanos bought the Chargers in 1984, the team's splashiest hire of a head coach was likely that of Marty Schottenheimer, who had won 63 percent of his games in 10 seasons with the Chiefs and 62 percent over five seasons with Browns.
Schottenheimer's salary for the first three years of the four-year deal was about $7.5 million. The Chargers paid about $4.5 million each of the first three years while Washington, the coach's previous employer, paid the difference. The Chargers paid $2.5 million in the fourth year.
Schottenheimer lasted five seasons with San Diego, winning 59 percent in the regular season but also losing both playoff contests at home as a favorite.
