There is a lot of nuance in the idea of play-action and being effective.
If you are just trying to get a guy open for a quick short pass, then yes, play-action can be effective, if you sell it. Flash fake to a RB, the LB can't help but step up and is a half step slow in recovering, it gives the receiver a split-second advantage that gets him a small window for a quick short gain. That is effective. Not super effective, but it can be an effective element in play design.
Then there is getting a running game going, have the D back on their heels, because the D has given up 150 yards in the 1st three quarters, the QB hunches down, totally conceals the ball, and takes his time then his WR can get way behind the DB and go in untouched for a 65 yard TD.
Both are effective (in an absolute sense). But one is way more effective than the other.
It also depends on how often you do it. Back under Frank Reich, we were the best play-action team in football. No running game and we hardly ever used play action, but it was massively effective when we used it. But if you use it more often, the D forces themselves to not bite on it, they know the fake is only for a diversion and it loses it's effectiveness. A good D can stop overcoming their natural tendency, but it comes at the expense that they will not be as aggressive attacking the running game. So, if the team can run the ball, the D is not going to stop it so well. It's all a balancing act.

Henning, great roster but was mr 6-10. Norv ... bad start followed by a big push at the end of each year.
Even lately, the Chargers bring in a new coach McCoy ... Lynn ... Staley ... breathes a breath of fresh air into the team, makes us competitive, ... then everyone catches up with what the new staff is doing and ..... right back to the same old same old. Add new staff, rinse repeat.
Some of it is that it is relatively easy to improve a really bad roster and improve to the middle of the pack ... then much more difficult to fill in the gaps and finish a team off to get to a championship-caliber.
A lot of analytics people are pointing out that there seems to be very little skill from team to team in terms of drafting skill. Year to year it obviously varies greatly, but long term, the good years balance out the bad. That suggests that adding as many draft picks as possible is the best method to get better than the other teams.
This is making it a tough strategy to implement because several teams seem to be trying that method for adding talent. If every team is trying to hold their picks and add as many "extra picks" it makes it hard to find trading partners. Comp picks is one method, but you have to let a "good" player go, for a draft pick, which is good on the surface, but the probability that a single pick is going to yield as good a player as you just lost is probably pretty low. They only start being added at the end of the 3rd (so what would have been the 4th round, had there been no comp picks), and how many superstars are picked in the 4th and later rounds. It happens, but they aren't betting odds.
The fact is to even keep the talent level of a roster about even you need a lot of players coming in. A team's active roster is 53 players, but in practice, every team uses about 60+ players a year. The average career used to be about 5 years (if you even made it to the NFL), so only average, you need about 12 new players per year to just keep the talent level about the same. That overstates it somewhat since many of them will be backups who will only contribute on ST, but how has that been working for us lately.
You can add street FA after the draft which is like having an extra pick or maybe two, but most of the players are not going to add much, except on ST, although there are exceptions, the Chargers are already just about the best team in football adding players that way, and it hasn't netted a lot of success. While we need to keep doing it, it isn't an answer by itself.
We can go for Unrestricted Free Agents, but they are expensive and the probability of adding good players is even lower than the draft (despite being "known" quantities). And even if it does work out, a team needs to rely on offsetting the big salary of the FA with the low salaries of the draft picks or street FA.
