I read the rule, so I'm probably wrong as any Sunday Afternoon game can be flexed, for weeks 5-17 with 12 days notice, wk 18 with 6 days notice. I agree, Chicago/GB is a lousy game, but maybe the other networks didn't want to flex out any of its games

Funny TBilly is handling kick duties for the Raids, the reason Staley used to justify cutting him was because he doesn't do special teams. He's made mistakes on both returns though.
