Van Noy has played inside and outside LB in his career. I don't think Staley is bringing him in just to play edge. I think his versatility is a big reason why they pursued him and we will see him at ILB in addition to rushing the passer from the outside.

I think part of the appeal will be that he can be a backup edge guy behind Mack and Bosa. But he is a legit Rover, in that he can line up all across the line (outside mostly), stack in the box where he can run stunts and be used on blitzes. He is a good choice as a passing-down specialist who can rush or cover. He is also an OK run-down guy.
His fault is that he is not the kind of explosive, dominant player you want to pay big money to as a starter. He's a good player, not a great pass rusher. But he can bring a lot to a D. Even if he just lines up at ILB, he can be a solid player, although he is better as an edge or stacked edge player.
I think he will be a very good addition. Staley likes to run a lot of 5 man rushes or blitz a 5th man. Then every rusher is man-on-man vs an OL. A guy like Van Noy can't be blocked by a lot of G or C, and no one in their right mind will want Van Noy maned up against most OG or C. And if they want, Bosa and Mack can line up over an OT and Van Noy can line up wide. Sets up all kinds of stunts and blitzes, plus he can just one on one.
