I actually think Judkins is a better option. He’s as fast, faster out the gate (wow!), and he is a more physical back.
Judkins is the perfect long term option if they can’t get Hampton. Henderson in open space has a lot of juice though, but Judkins is a nightmare to tackle, fast! and also good in open space.

You could say the same thing about the D-line guys Hortiz brought in a year ago, Ford and Tart. Both proved to be bargains for what they were paid. I expect to see similar scheme-fit effectiveness from Jones and Hand. Like you said, these signings are not random.
