I'm a big proponent of a back getting into the line as fast as possible( i.e. making fast reads and getting his shoulders and hips north south asap) but you're right, Bell defies all logic.
His delay is SO long before he commits, it's almost as if he's stopped and everyone else is going full speed.
Extremely odd but extremely effective, and as you suggest, unique.
