The ongoing talks are expected to halt once the season begins, as the team prefers not to negotiate during the year. Waiting until after the season presents a risk for both sides. Injury or — less likely — a lack of performance could decrease Butler's market value; meanwhile, a strong season could improve it.

I would assume that he is taking past team/player negotiations into account when making that statement unless he was told directly which I tend to doubt. Considering that this is a new GM calling the shots, that statement could very well be inaccurate.

Color me skeptical that Telesco would tell a reporter his negotiating tactics. In any case, really don't care anymore. Ideally he has a great year and plays 16 games. I don't mind paying him if his production warrants.
