It wasn't a head to head hit, it was more head to chest since Floyd had his head down. I haven't heard anything about him being fined.

Heard a Florio interview the other day and he said this is one of the crazy things about the league. In order to know if someone has been fined you have to ask the league if that specific player has been fined. The NFL doesn't just release the names of players fined.

In order for it to be a penalty, it has to be both a defenseless receiver (which was close, and I couldn't decide when I watched it) and helmet to helmet (which it was not). Because it was borderline on one of the two criteria and failed the other, it was neither a penalty nor a hit which should be fined.

Right, as I suspected it's some bloke's opinion and not an official league re-interpretation of the rule.

He cited some pretty specific circumstances that matched the play. I think that could have easily been ruled a penalty, but I would have been pissed if that had been flagged on a Chargers defender.
