It seemed like Bosa and McCain were both gassed. Maybe they were dealing with health issues.

Plus once this team gets some LBs the DC can scheme to get them more opportunities

Bosa wore down from the constant double teams. Later in the season, we stopped blitzing and then opponents were able to chip and double Ingram with RB's or TE's. We also stopped playing Ingram and Bosa as wide, so they could be in better position to play the run, but it takes away from the pass rush.

The thing was, even though we weren't getting sacks, it gave the team a chance to do a lot more with the coverage, and the number of turnovers was way up.

Adding more inside rush would certainly help in terms of making Bosa and Ingram harder to double. 5 OL vs 4 DL gives the offense a natural advantage, and we got a lot of our sacks when teams just struggled with doubling up on Bosa vs Ingram. But when both had to deal with double teams, it hurt the production of both. We need a DT who can push the pocket and requires teams to help out against the inside rushers. Teams had run out of extra blockers when they were double teaming Bosa and Ingram, they can't help anything more than that.
