It's hard to say, his fumbling adds an element because I thought, real time, he had forward momentum onto the one when he starts getting tackled. But then he loses control of the ball, and I was never clear exactly where he regained control.
I don't know the rule but if any part of the ball is in the field outside the goal line is that a safety? It was hard to see the ball.
Geno Serratore( the NFL guy the commentators in the booth call when there's a controversial call) said it works the same way it does when a runner is trying to score: if any part of the ball touches the line, it's in the endzone, and it's a score.
So reverse it, if Rosen has controll of the ball, and the ball is touching the white line, then its in the endzone, and it's a safety.

the ball doesnt actually have to be completely in the endzone (or the line)...technically even if the tip of the ball is over the line then it is either a TD or a safety. the call couldve gone either way. but sure glad we covered the spread so even though we didnt get the call it mattered not.
