Fluker's problem wasn't his feet. He had feet that were more than quick enough. When you have arms as long and powerful as Fluker, you really don't need very quick feet to play OT.
His biggest problem was he was extremely aggressive and would be beat coming off the line because he would lunge to go get players at the line, instead of relying on his technique and playing the angles. When you lunge at the line, unless you can land square on them, they always have leverage on the OL, and no amount of athletic ability will allow you to recover.
