The nine-person group advising Mayor Kevin Faulconer on the future of the San Diego Chargers' stadium will not have to hold any public meetings, submit financial disclosure forms, identify potential conflicts of interest or comply with other measures of California's open government laws, according to a statement City Attorney Jan Goldsmith released on Monday.
Goldsmith explained that because the group will operate informally, it does not have to follow rules designed for public bodies.
“This group has no authority to represent the city of San Diego or otherwise speak on behalf of the city or make any decisions for the city," Goldsmith said. "And, specifically, they are not authorized to negotiate on behalf of the city."
By the same token, the group has no authority to ask the city attorney's office for any legal support or representation. "They have no legal significance different than other members of the community," Goldsmith said.
