Of the two, I would keep Staley. That said, his not fixing the defense and thinking he is the solution is a reason he should be fired too

As for a GM bringing in the head coach - well for Jim Harbaugh - it would work the other way around

John Boy is working on the new anime release schedule -- I am sure he will have time in a few days to talk to Harbaugh though

Well IF Harbaugh has NFL asperations and IF the Chargers is his desirable team, before he signs that Michigan deal, id assume/hope he calls Dean or somebody in the know if there is any chance he can get that job. Goes for any team he might want to coach for.
