Mike Williams' 1150 yds receiving and 9 TDs puts him in the top 10 in both categories for wide receivers. There are 64 starting WRs, that means more than 50 of of the 64 were worse than MW, and only 9 were better. How does that make him just a guy?
One good year, yes. Not constant enough to be considered elite or worth 20M. Phil would make WR's off the street look legit. Same for JH10. Much bigger needs than paying a WR. MW = just a guy.
This can't be underestimated, especially since that combo did make MW a top 10 receiver. MW wanted to be here and the team clearly wanted him back so it's not surprising he is for this money. Letting him walk just would have created another hole that would need to be filled.

did you watch Rivers throw to Mdub? It was 50/50 jump balls only. Thats not his fault, thats on the OC for using MDub incorrectly. In comes Lombardi and we see drastic improvement from Mdub. No reason to not expect more with another season of learning the offense.
To me, MW is just a guy, a good but not great WR. Way over drafted at #7. Good WR's like Cooper are getting cut for cap issues. Modern football is the QB and the line of scrimmage. Your CAP investments need to mirror those.
Cooper was cut because the Cowboys are in salary cap hell. Their situation is very dissimilar to ours.
I would say that so far Williams has not quite played at the full value of a #7 overall draft pick, but it is a reach to say that he was "way over drafted at #7". And he has done better in our current system than in our former offense. If he has 3 more seasons like his 2021 season, has he still underperformed for a #7 overall pick? And what value do you assign for Williams being a very good clutch player? He makes a lot of really big receptions for us.
What is the alternative for us to re-signing him? If we had tagged him, we would have had the same issue next year with the cap and salaries likely even higher than this year. If we let him walk, we would at best get a 3rd round comp pick for him and have a huge hole at WR, which neither Guyton, nor Palmer would come close to filling. So we paid a little extra to get him for 3 years. Of course, we would have liked the contract to be cheaper for the team, but this was the deal that was available for the team, not some other made up fantasy deal.

You don't over pay for potential; you pay for production. How may all-pro's for MW? Pro bowl? I like MW. But, the position, similar to RB, is not worth big CAP numbers. If you are spending a wad of your CAP, it needs to be for premium trench players, or QB.

You pay for FUTURE production. That involves prediction and projection.
Williams' best year was with our current coaching staff. One more year of familiarity with the system and Herbert should lead to better production. One more year of Herbert getting better improves the whole offense. It's not time to rock the Herbie boat (again).
