I count 53 on Poppers list, then add 2 roster exemptions for the PUPs

Teams get 16 slots on the PS, and the Chargers should use the IPP exemption for Okoye.

I think the list of cuts must be missing a couple of players. It has 33 names. The Chargers had 91 on their roster. 91 minus 33 cuts minus Hopkins minus Guyton and Ogbonnia on PUP still leaves 35. Maybe I'm missing something.

Edit: The Chargers' list of cuts lists 35 released players, so that explains the discrepancy (although the text accompanying the list says 36, but that's an error):

Why do they NEED 4 TE's?

Rather have kept Big man Clark. Chefs better NOT get him

Finley is a real surprise. To me (untrained eyes and all) he was invisible in preseason. Nothing bad. Nothing good. Nothing.

No tears shed over Webb (TT cutting a draft pick, oh my!) who always seems hurt.
Hinton is better than Clark at this stage of their careers. I think it was that competition and not Williams vs Clark.
No tears shed over waiving Doss and Hightower.
Hope we fix the TE room. I don't like it.
Jaimes provides position flexibility - has played tackle in college, can play G and C now, too.
If Dotson wants to be active he needs to become a real ST ace.

Overall not too surprising and the 'concerns' are all bottom, extreme bottom, of the roster

So I have Elijah Dotson and A. J. Finley as the 2023 UDFA's making the team this year. Finley was under the radar for me, I did notice him getting lots of play at the end of the 3rd PS game.

Why do they NEED 4 TE's?

Kellen Moore likes 4 TEs. He generally kept 4 on the roster when the was OC in Dallas. Another possibility is that they want to evaluate Smartt v Kitty and cut one of them when Jaylon Guyton is ready to come of the PUP list in 4 weeks.

I'm glad they kept Dotson, now the only other thing they need to do is use the IPP exemption for Okoye. Buy next season he'll be ready for the pickin...
