Yes in college they call it targeting and the player gets ejected. NFL is a penalty. Seen it a couple times in the NFL. Seen it often in college and a Clemson LB got ejected against Ohio St that injured Justin Fields.

Browns fans should be steamed at that missed helmet to helmet at the goal line, but at the same time, there was no need to reach with the ball unprotected... lots of time. Browns can't get the ball out of Mahomes hands, If they can't defend, this game is over.
