Rivers sat for two seasons behind an eventual HOF QB, then stepped into a roster that was arguably the best in the NFL, with the best OL in the league, and he had the best RB in league history to carry the offense. Rivers would eventually be the man who carried the offense and he was great, but he had the luxury of transitioning into that role.
Herbert stepped into a game on a moment's notice in week 2 of his rookie year and instantly elevated the offense to an elite level and has carried the team from that point. Herbert did have KA/MW/AE as playmakers and there is no denying that the immediate success he enjoyed was tremendously helped by having these guys. He would not have been as good with a lesser surrounding cast. But he has still carried this offense since become the sudden starter.
I've been meaning to do a post about this. As much frustration as Chargers' fans have endured, most of this century we have enjoyed having an elite QB, passing game and offense for most of this century. Even when the team wasn't good, it has always had a good offense, with a few exceptions. That is thanks to Brees & LT at the beginning of the century, but mostly Rivers and his HOF caliber career, and his incredible durability and consistency. Then we transitioned immediately into the Herbert era. I can't think of another team other than the Patriots and Packers that has had a consistently good offense over the past twenty years.
