The Raiders wont be a threat this season. I dont think so anyways. Too many rookies to to rely on and half of them probably wont make it in the league. Half of everyones draft picks dont pan out on average. Not to mention Grudens scheme is so complex it will take most the season for them to get comfortable in it.

The other important thing is to get more DB's onto the field in nickle and dime formations. In Tampa's case, they will probably bring in Deione Buchanon for one of SAM/OLB positions. And one of the several CB's they drafted for the WILL/OLB positions... or Lavonte David if they wanted. Hypothetically (with the number of DB's they now have) they could even go "penny"... a 3-1-7. And TB would actually have the personnel to go "penny". The problem with "penny" (as we found out) is that you are weak against the run. TB wouldn't be if they used Suh, Vea, and Beau Allen as their 3 DL and Devin White as their MLB. In this formation, White could bring blitz pressure up the middle or drop into coverage after reading the lone RB.

As you point out, the idea of the 34 is kinda dead anyway. Teams play it a small fraction of the time, so the DB are the important part. TB may have a lot of DB on their roster, but if you have a bunch of scrubs playng the nickel and dime positions, your defenses is going to suck balls. Nickel and dime DB play the vast majority of the snaps. LB and NT are part-time players. So, where is it better to spend a teams draft capital or salary cap space. You need to put those on the field, not on the bench. TB has a couple of high ranked CB, and their starting S are OK. It will depend a lot on how quickly the draft picks at CB they have taken in the last 2 seasons at CB pan out, but last year their CB did not play that great. They are also counting on the 2 CB they took this year to be their nickel and dime guys, which means they will be forced to play a lot. Without much of a pass rush on the edges, they will probably struggle. Vea and Suh are not exactly the consistent pass rushers, if for no other reason that big guys wear down fast. If they are going to get a lot of pressure on the QB, it will have to come from Spence and Barrett, althoughb if Vea and Suh can push the pocket some, it will help them a lot. But Spence and Barrett are the keys unless JPP can come back quickly.
White will be used on a lot of blitzes, but like any other LB who blitzes in the Bowles D, they are going to have a hard time, consistently beating the blockers. All blocking scheme favor blocking the inside blitzers. Inside guys are ALWAYS picked up in preference to the outside guys, because the outside guys have further to go, and that gives the QB a chance to throw it away or make a play. Again, look at who the pass rushers and pressure players are, and the list has NEVER included ILB. Just the way it is. The blitz to more about getting one on one matchups and forcing the QB to throw quickly.

Despite all the hate they get, Gruden and Mayock are no dummies.
