The Chargers are completely un-serious about fixing their biggest problem... the OL. You are right... there is no such thing as a team-friendly contract for OL who can play. Those guys get retained/resigned. The best way to build an OL is to draft your own (not projects). And most the time, that means spending some 1st round draft capital...
