You tell me. Each of the last 11 years.
Why Rivers and team failed to win the AFC West.
Who has it better than us?

Evidently it does not matter. No matter how little talent or how bad the coaching staff and ownership were, if Rivers was "elite" he'd have single handedly won many divisions all by himself. Rivers clearly isn't perfect but I agree with your sentiment - he is one of the main reasons we were even within one score in many of those losses.

Football is the ultimate team sport.
QB is the single most important position.
My personal opinion is that the “thing”, “inspiring calmness, exude greatness, unflappability, inner driven confidence, iron will” or CLIT Champion Level Impact Trait” is the key QB ingredient. How do you obtain that information without looking him in the eye?
(Yes, CLIT. I’m old, it is easy to remember.)

Philip is the best QB in Charger history.
        Toughness unquestionable!
        Competiveness off the chart.
        Class Act Human is undeniable!
        Work Ethic Beyond Superb!
        Football IQ & Knowledge Legendary

With that said there are questions and some answers that aren’t favorable to Rivers “greatness legacy”.

What “great” divisional rival QBs did Phil face/defeat regularly?
Beyond accrued positional statistics, what results of success are left?
Uplift the franchise on field success?

His personal statistics are definitely elite.
His team’s results during his tenure not so much.
He’s devout catholic. Sex is for procreation. Female satisfaction is not required. Clit location maybe unknown.

They are out there. In North LA county I see many more Charger decals and bumper stickers than I do Rams.

If Brady comes here, he should increase his medical / disability insurance 10 times...

You want me to run a fine tooth comb through the whole mess?

2009 - they did win the AFC west --> so that narrows it down to last 10 years

                        2012, 2013, 2015, 2016, 2017, 2019 the AFC west champion was a far superior team - clark kent couldn't have saved them.

                        That leaves 2010, 2011, 2014, & 2018:

*2018, i'll leave that for others to probe
*2014, one of his best fucking years: he was having an mvp type year leading an average team to the top of the AFC standings - ruptured dics & 5 centers derailed his play final half of season

which narrows it down to 2010/2011 - the Norv dead years:

country club mindset, depleted olines, bewildering coaching decisions, & ruinous holdouts --> typical Charger organizational crap. This was Rivers best chance and he didn't come through - the icy grip of Norvitis had taken hold of the team.

I remember alot Chargers fans on the CMB thinking Phillip was washed up after those 2011 and 2012 seasons. He really wasn't but like you said had fell victim to Norvitus. I'm not sure those years were entirely Norv's fault though. A.J was mostly fault for not bringing in good replacements for Darren Sproles and Vincent Jackson. Not to mention having a terrible draft run 2008-2011
