I would think, if they can, they would probably like for KJ Hill to be the punt returner and Reed to be the KO guy. Then they have an excuse to activate both on Sunday, provided they can play on coverage teams as well.
A guy like Reed who is such a good athlete, if he can handle the return duties, is so tempting to use in both, because then he can get the touches to have an impact, and despite his lack of NFL caliber route running.
Hill is much further along in his development as a WR, he dropped in the draft because he lacks WR speed in a deep WR draft. I think we can use him as the 3rd WR if we need to use Ekeler at RB much. Otherwise, we already have the 3rd WR in Ekeler, at least as a part time WR.

I see Reed getting more touches than Hill based on the type of offense I expect, Hill looks like a future starting slot in a more traditional offense.
Early on, I expect a run heavy offense with plays designed to put Reed in space.

Reed is more likely to be a RS who gets misc snaps as a 3rd. He might be more enhanced as a far as game planning goes, but I doubt he gets as many snaps. He is a more explosive athlete, but if he lacks the basic skills of the trade (route running), they will have to game plan just about every offensive touch, similar to guys like Cordello Patterson. His bigger role will likely be as a return specialist, at least until his skills can catch up. That is going to be tough, given the lack of skill development time that NFL teams have this year.
In any case, Ekeler's enhanced production last year in the 3rd WR role suggests he is the best option, but that will depend on how the RB situation works out. A good deal of his overall production last year and a lot of his most explosive plays were as our slot player last season. But
There is also the TE situation and FB, since we finally have some more interesting options at FB than we have had in the recent past. The rookie FA Nabers (FSU) is a pretty fluid athlete and much more athletic than Watt was, although he is not as good at getting good fits in the run game, and has a chance to get some playing time at TE/Hback/FB type of role. Bobby Holly is a better blocker, and more of a true FB, although he lined up most as a tight wingback in college. He has good footwork in his blocking and can hit targets on the move when pulling and leading, which always gives a lead blocker a chance. Donald Pardam is an interesting possibility at TE, so the TE/FB/Hback role has more interesting choices than in a long time.
With Patton failing so badly last year, he needs to step things up or is gone. Kevin Moore showed some flashes but seems unlikely given the lack of work.

I like Parham as a possible receiving threat as well as Jason Moore and Guyton as WR #5/6 candidates.
Im not sure where you’re getting AE’s number of snaps in the slot. His production came out the backfield in the passing game as it will this season. 81% of his snaps were from the RB position.
