While it is a little surprising to see Palmer off the board ahead of receivers like Dyami Brown and others, he is a quality player. While his speed is only average, he finds ways to stack defenders to be a vertical threat. He is also one of the tougher receivers in this class and his lack of production is a result of Tennessee’s poor passing attack.

This pick reveals I think the kind of offense they are designing for Herbert. They're going to play a lot of long ball, and they want a receiver with great hands who can win on deep throws, who has excellent tracking ability. They rebuilt the OL to protect Herbert on deep drops. Not a surprise really, it's Herbert's strength. But it feels like they have a definite plan for the offense and Palmer fits.
