That way, if that's the route we were planning on taking, it's a no doubter. & If not, some team will offer a King's ransom to move up. It's a Win Win for us.

Josh Allen has gotten a lot better in the last 2 season. Lamar Jackson has gotten a lot better. Rivers, Eli and Ben all got better once they got in the NFL.
Steve Young was a good example of a player who improved his footwork and mechanics and developed into a more accurate QB.
If you want to take a QB who has some troubles, you have to rebuild their mechanics, which most teams have little or no time for. Jackson did a great job in the offseason working on his footwork and he is in a much better position to get his passes out on time than he did against us his rookie season.
A couple disclaimers. Remember that completion percentage doesn't NECESSARILY mean accuracy. These days, so many college QB are throwing a tons of bubble screens and passes behind the line, that completing them means nothing. Plenty of college spread teams hardly ever throw downfield.
I think what you might mean is that the Chargers should not necessarily draft a QB who is not accurate because we are the type of team that would not show the good sense and patience to take the time to develop a rookie QB, and would rather throw an inconsistent thrower to the wolves then develop his mechanics. There seems to be an element of truth to that, since we don't seem to give yount players (at other positions) the chance to develop (with the possible exception of Stick).
